Shootings, stabbings, aggravated batteries, burglaries and perjury were all part of the operations of a Hmong criminal gang based in Wisconsin that operated over six years and five states, according to charges issued Tuesday in Milwaukee.
Fifteen members and associates of the Menace of Destruction are named in the 67-page criminal complaint from the Milwaukee County district attorney's office that relies on years of investigation and information from at least six confidential informants.
The charges follow a long-term investigation by police in Milwaukee and other Wisconsin and Minnesota cities, along with state and federal agents, and a March federal indictment against 17 gang members on similar charges.
The complaint details the history and customs of the gang, including its practice of beating members, its use of the color red and the symbol of five dots. The gang engaged in drug trafficking, auto theft, burglary, intimidation and a continuing turf war with the Asian Crips gang, which resulted in more than 120 shootings and other acts of violence between 2004 and 2009, according to the complaint.
Leaders were called "Shots," short for shot caller, and were supported by lieutenants referred to as Right Hand Man and Left Hand Man. Others were referred to as Triggers or Shooters.
The gang stole guns from homes and businesses, including 34 during one 2007 break-in at a sport shop in Pepin County.
Charged with racketeering are Yeng Yang,19; Abraham Vang, 21, Goua Lor, 18, Tubxyoob Vang, 22, Moua Chang, 20; Kong Vang, 19; and Kong Her, 19. All are from Milwaukee except Lor, who lists a Butler address.
Others were charged with one or more felonies including endangering safety with a gun, aggravated battery while armed, burglary, or conspiracy to aid or harbor a felon and perjury.
