No one's able to come up with a convincing argument as to why I shouldn't hand out alcoholic beverages to bums.  Why is this a bad thing again?

  Hello?  They're bums.  How many bums do you know of whose gotten out of their situation?  What's wrong with just giving them a little warmth to help them ease their pain?

They can't get out of their situation, because there are too many people out there who thinks like you do. Giving it to them is just not giving them a little warmth, it's telling them that it's ok to not work for things because someone will feel sorry for them enough to just hand it to them.

Not all bum cases started out as an alcoholics although some of them falls into such category. 

They might turned to alcohol after being in the streets for some time.  Alcohol is a depressant that helps the body and mind to forget some temporary things.

Alcohol is still a luxury just like having money is a luxury.  To give alcohol to a stranger is a blessing.  Beggers don't have a choice anyway so if you give them a hot shot to warm them up, it is a blessing.
