What Island are you referring to?  Let us know so we can confirm if the lake freezes in the winter.

This is a difficult riddle without the multiple choice selection, and here is the answer.  From the passage, we know it isn't there by air (plane) and by boat.  January is the month, and the lake freezes over in the winter, hence, as the name indicate "mobile" home, was transported onto the Island by a truck when the lake frooze.   ;)  Generally almost all mobile homes are transported by truck.

I ruled out all modes of transportation when I read that the house wasn't transported there.

The thing with riddles is that you got to read it carefully.  Notice how it wasn't transported by air or by boat....it doesn't say by land, but, as the riddle imply there is a lake, so you will immediately rule it out......and that is the key to answering this riddle, which can only be done by land if the lake froze over.

Is frozen water considered land?

It would have been a good riddle if you didn't put in the statement about how the guy had no clue at all about how the house got there. Because any one with a brain would have noticed the lake froze over.

It isn't considered land, but "means of transportation" is by land.

People over look things in their lives all the time, and something showing up like that would puzzle you at first, and eventually with much thinking should be able to solve it.  In short, not everybody living on the Island is going to automatically know how a house have gotten there.
