there's a new year that I've attended a couple times.  They're a legit hmong non-profit.  90% of their fundings comes from state grants.  Not just any kind of grants, grants that require for them to showcase and educate the public about the hmong culture--which should be easy.  Their venue is very public where thousands of non-hmongs walk through every day but here's the perk, it's free to attend.  There's a limited amount of food vendors and a limited amount of video/clothing vendors.  Limited, because they still need to make money without too much competition + low vendor fee.  They also fly well known performers/hmong stars from out of town with grant money that is specifically for "cultural artists".  Again, free for all.  Local hmongs still b|tch and complain about the location and parking.  You want a fucken new year? donate your time and some money.   If enough community members donate enough money than you wouldn't have this kind of venue, this kind of crowd, and you wouldn't have to pay for parking.  If you want a more private venue, than get ready to pay at the damn door if you ain't gonna help.

I personally don't see anything wrong with the venue. Better exposure for hmong people and the culture.
