Because if we can have an Arlington burial for the general, there'd be hope for all.

They got news back from D.C. that his first waiver was denied, on the opening day of his funeral Feb 4th. His people, local politicians, his American military comrades wants to take this protest and appeal to Obama himself, if Obama can override it, then he'll get in.
Obama has a lot on his plate too being President, he may not get to review this appeal till weeks later; look how long it took Arlington to get back to the family, they waited till the day of his funeral to contact the family and drop the bad news.
Traditionally, after the funeral services comes to an end, the hearse takes the body out to the cemetary where the person will be laid at it's final resting spot. Because they only have one more day left of the funeral, if Obama does not get back in time by tomorrow, they may just opt for plan B and bury him down in Orange County. But if they decide to wait it out until they get word back from the White House, then most likely they will take his body into safekeeping, a morgue and have him refrigerated within a 24-hour period if he's been embalmed properly; because it could be weeks again until they get confirmation or not from D.C. And if granted he may not get buried until as late as mid March.
I am sure many hmong people will want to travel to Washington D.C. to witness his burial service if this appeal passes.
