No surprise at all. The U.S. already told VP long ago that it has retained its diplomatic relationships with Laos. But VP kept on insisting that the promise made on the hill of Padong in 1961 be honored to VP's benefits. At the same time, VP only insisted on that without knowing that the U.S. was not going to honor it the way he had wanted.
So, with VP now gone--not just arrested but gone--the U.S. has an easier time convincing the LPDR that the U.S. government's intentions in retaining a relationship with the Communist government are honorable.
