Chico Police say 27-year-old Jeffrey James Menzies shot to death David Yang on a drunken whim.

At an afternoon press conference Thursday, police said Menzies told investigators that he got drunk and decided that he would shoot the “next person he saw” early Wednesday morning. That person - Yang, a Simpson University graduate with a degree in Pastoral Studies, was on his way back to work in the early hours of Wednesday.

A Pastor at his church, Yang was found dead in his car at the intersection of Highway 32 and Bruce Road. Police say Menzies allegedly used a deer rifle to kill Yang. Menzies turned himself in Wednesday night at the Chico Police Department where he was arrested and booked on an open count of murder and transported to the Butte County jail.

OROVILLE — A 27-year-old Chico man charged with murder with special allegations in Wednesday's Chico sniper slaying, did not enter a plea when he appeared in court today.
Jeffrey James Menzies learned this afternoon in Butte County Superior Court that he could face the death penalty for allegedly shooting David Yang, 26, of Chico.
