This is the passage:

"For a gang leader to insult or attack someone who has the ability to respond with an even greater imposition of harm would be to reduce one's status and power...a foolish act even in a gang. There is the inclination among gang leaders and would-be leaders to seek out those who are perceived to be weak or unwilling to strike back. They need to demonstrate courage and violence on those who are vulnerable. Of course, the norms of the gang culture, as in most other groups and nations, support the view that it is only advisable to attack others under conditions of minimal danger to self. Thus, guns displace fists and chains as weapons of choice in many gangs. THE IDEA IS PICK ON SOMEONE WHO DOES NOT HAVE THE FIREPOWER OR THE WILLINGNESS TO STRIKE BACK."

It the mentality of war everywhere... A smart leader or person don't fight or go to war unless he/she knows he/she will win.
