The tigers were having fun. Tigers are the biggest of the big cat species, so they tend to be a little more rougher even when playing.

The lions were cubs. It must have been during the dry season with little food. Also, looks to me those cubs did not have adequate training from its parents which will usually hunt something else or be someplace else. Don't blame the animal for tearing them up and then tasting what kind of red meat it is -- it's a wild animal with killer instincts.
