noobs, first and last picture looks to me like everyone was in a state of shock, panic.  up here, the only time I have seen fire department involve is when someone is in the ditch, up-side down.

The city must be unprepared for this rare occurrence and the public too.  Was the school close to give kids a "snow day".

In some states, a 1-inch snow is an emergency to shut off all schools.
