Need some help understanding state job postings.

Under type of recruitment, what does "departmental open" mean? I'm not familiar with this process and google doesn't provide me a clear answer. Since we're on the subject, can anyone list the types of recruitment and which ones a person new to state jobs can apply to. Thanks.

Sounds kinda fishy. Sounds like they already have someone in mind to fill the position but wants to make it look fair for everyone. Seen this happened many times before.

The position is open to current department employees 1st then outside applicants if no one is interested.  I hate job like this....

Hiring within is encourage but not many will apply.  If it is a good job then why are people quiting or leaving?

The people that works there all know what type of job that is. They wouldn't take it cuz it is like standing in front of a firing squad and be ready to get scrutinize.

Do you still hate it if you were the beneficiary? I mean, like, you are the one they plan to hire? Isn't it good not to have competition?

That's the norm in most case in jobs, especially in management.  They already know who they want but have to post it for political reasons lol.
