WTF??  LOL... ...that "wire" has NOTHING to do with the "city" as it's part of the sprinkler control system...

This is as bad as thinking the metal frame in my garage ceiling is a "rusted copper pipe" ...

actually, hmgrock did make a valid point.  here is the FACT!  it is the law to call 2 days (minimum) in advance prior to digging/excavation (unless it's an emergency, like if you need to bury a body or something  ).  the city will come out and map the utility lines, FREE of charge.
