first of all...
you don't get tax if you don't sell your stock

second..
if it shrink back to $10k using that example
you still wont get tax because again
he hasn't sold anything

it's only when you sell that you get that tax
and in this case... because he lose soo much money 
he can claim this tax break for many many many years
Where he probably won't pay tax for the rest of his lifetime

I don’t think a person is that disciplined and just keep investing only 10k after making 90k initially. The next day, he’s throwing in the full 100k and by the 3rd day, his investment has grown to 7 figures. But by the 4th, 5th, and 6th day his investment has shrunk back to 10k or below it. If he doesn’t time it right, irs only sees him making that 7 figures and not a wash. Now he’s in the hook for 7 figures taxes. Ouch, just scenarios but watch out if buy and sell often. This is a genuine issue.

you do get tax on your
stock dividend, CD, fixed income, regular saving account, and interest etc..... though

your bank will sen out interest tax letter to you to file

If he invest $10k and sold it make $1,000,000
Yes he would have to pay a tax on in that gain

And than.... a couple of days later after he sold
He rebought the stock back in at $1,000,000
Thinking it would go back up but it went down to $10k
He sold it for $1,000,000 lose

The gain from the first sold
and the loss from the second sold
Will just cancel each other out

NO HE HASN'T BECAUSE, HE HASN'T SELL ANYTHING DURING THIS TIME
if he sell at day 7... it would actually be a -$180k loss
