I remembered early days of to catch a predator hosted by Chris Hansen. He just lectured them and let them go but not until the police got involved when predators were arrested.

I think they have to let them go because there is a law that states something about can't baiting someone so they can fail.  Like a female cops pretending to be a hooker and busting a bunch of them johns.  Good for the show but not legally binding.
