NY mayor announced new plans to combat shop lifting crimes in the city... 

1 - Give 1st offenders intervention programs instead of prosecution.

2- De-Escalation training for retail employees

3- Establish neighborhood retail watch groups to share theft info, in real-time w/one another and NYPD

4- Install Kiosks in stores to connect would-be thieves w/social service programs

5- Create a Precision Repeat Offender Program (PROP) in which retailers can submit dedicated security incident reports to the NYPD to better identify and track repeat offenders

6- Advocate at the state and federal level for additional online sale authentication procedures to prevent the resale of stolen goods.

Hmmm... I'm not an expert in criminal activities or their behavior but I see the number 1 way to stop these theft... get the guy and lock him/her up and make them pay back for the value of what they stole. Stop cuddling these criminals and these things won't be so blatant...

I can see number 4 scenario like this.... criminal go into a Walgreen, not to steal but to look at the Kiosk and look for social programs available that can help him from taking all those 'free' items that he knows he can without being arrested.
