Tier licensing has been around in Europe for years. I think it's no more than 33 HP for new riders in the UK. In 2008, Utah adopted the tier licensing system but they based it on cc instead of hp from what I gathered which didn't make much sense to me because the gap of power is so wide from a vlx to a r6 even though both motors grouped in the same 600cc category.

Yep, not many options between 250 and 600 now. The only models I can think of on top of my head are the DR and the Ninja 300. Not like the old days where there are plenty of models ranging from 100-600 but then again, vehicles are getting bigger and bigger ("Bigger is better" still sells). I looked for a rental car recently, I can't believe they listed the Toyota Carolla a "mid-size"... ;D

In many situations, a car is safer but in some situations, a moto is safer. I know people that refused to drive because using public transportation like bus, subway, etc., is safer to them and in many ways, it is safer. Also many people feel safer in a big ol gas hog SUV vs. a tiny fuel efficient Civic or Integra despite the high gas prices. No activity in life is 100% safe but one still has to live life.

Given my height and that I am a female, which one would better benefit me? 

Both models are about the same in every way depending on which size you're talking about as the sizes for those models ranges from 250, 300, 500, 600, 650, 750, 900, 929, 954, 1000, 1100, 1200, and 1400 (new and used from about the year 2000 on...)

About the same, it's like comparing Toyota and Honda in the auto world. Both brands have a good bullet proof reliability reputation.

Once you've gain enough riding experience and skills from your "trainer bike", go check out and perhaps even test ride the other models that you've considered and see which one works best for you. It's like trying on a pair of pants or a helmet, doing it personally usually equals best results vs. opinions of others since 'what fits and what's best for me' can vary from individual to individual.

Your budget of "5000" is plenty for most of the sizes mentioned above but mostly used.

If you don't want to lower it, you can always learn to ride with one foot down or get the model(s) with the lowest seat height. Here's a resourceful link for riders that are vertically challenged:

My girl started on a brand new Ninja 250R, then upgraded to a used Ninja 650R and is happy with it for the past 4 years in terms of looks, comfort, reliability,and performance.

She prefers that model over its RR counterpart because it's more comfortable for her and most riders. The 650R has a real handlebar vs. clip-ons on an ZX-R so it puts her body in a natural standard sitting position vs. crouching over with feet way up. In addition, the seat height on the 650R is at least one inch lower so it helps her for being only 5' 3" tall and it cost less to buy. Here's a photo of her 2006 Ninja 650R:

Bottomline is, the "What fits and what's best" points can be very subjective so do your research fully before buying. Always do what you think it's right for you instead of what others think it's right for you. Afterall, it's YOUR money and you're buying it for YOU. Good luck and keep us posted.

am two wheels licensed but will not ride two wheels vehicles. i can operate with eased but still wanna chase after them hmong cougars for pleasure.

I think it's targeted towards new riders as usual and those that don't want to spend a lot of money (both initial and ownership cost). In addition, for those that buy it specifically for commuting due to it's great MPG ratings.

yes, thanks I took your advice and am gonna sign up for the moto class.  They have one near me.  I also have a friend who is going to let me get the feel of his motorcycle first.  I think its a yamaha... I didnt want to buy a new bike because if i crashed it, I would be sad... so If i buy a used one, I can always give it to my niece.  thanks for helping me out a lot.  You seem to be the only one who helps me. 

You're welcome. I just want a potential new member of the motorcycling world to start on the right foot in this hobby. And hopefully him/her will continue to enjoy motorcycling for a long time to come. My girl did the class and it was well worth it with training, knowledge, and skills she gained from it. Once she passed her course and licensed, she bought a Ninja 250 to start on.

Used and cheap bikes for new riders are better because if it's dropped during the learning stages, it won't hurt as much. Plus, it's the first bike, not the last. However, make sure it's in good running condition and mechanically safe. The mechanically sound and safe aspect is the only advantage new bikes have over used bikes but there are plenty of good running used bikes out there.

I prefer used bike as a first/practice bike but make sure it's mechanically sound and safe. You don't to be on the freeway and have one of the wheels falls off.  :o

Before you decide which bike to buy, take the msf course first to see if it's really your thing. Plus, it can help assess whether the 250 is right or bigger. After you get your feet wet with some motorcycling knowledge and some practice time on their bikes (more than likely Ninja 250) for about $250, you can see if it's your thing or not. Motorcycling is great but it's not for everyone.

With that said, an Asian women on a moto is pretty sexy and I would like to see more out there. When we go on group rides, my girl is the only Asian girl that rides her own bike. The rest are passengers on the back of their men.

And yes, the last generation of 250 is smaller, weighs less but has more power.

Ok sorry guys.  Motorcycles interest me, but I have never been on one nor do I know how to ride one. I'm a pure noob. Anyway, as I am getting older, I'd like to learn how to ride a bike and see if it's for me. I'm in Fresno, CA, and if anyone is willing to teach me and give me their time... (also I don't own a motorcycle, so it would have to be Urs) please let me know. I'm willing to pay for the services.

msf-usa.org. Seriously, that's what my girl went through in 2006. They provide the lesson and furnish the bike.
