Splitting lane "reasonably" has been common knowledge forever now i.e., no more than 10-15mph faster than traffic, no splitting when traffic is moving at a reasonable rate, etc., but as with most things, the bad apples of the group will ruin it for the whole group.

agreed.... I think it's just pointing out what the actual law states as of now
