Someone did that at my dad's grave, too, and we don't understand why, either.

We have no idea who did it. But it doesn't hurt us. I think it's still a good thing,
because one thing I know is that the joss papers become money for the deceased.
My guess is someone living owes that deceased person and is paying the debt
back by lighting the joss papers that turns into money in the other world.

Might just be one of your relatives
Sometimes the dead come in their dream
Asking for money and food

So they burn the joss to give them money

 ;D ;D ;D

Yes, burning joss paper is like giving the deceased money.
Possibly the deceased came into the dream and was asking for money; or possibly that person owed the deceased money so they are doing so. I wouldn't take it as something bad or negative.

What the heck does the dead need money for?
Buying ghost pepper chips?
