If you are skinny fat, should you cut first or bulk?

Depends on that person's goals. As well as their body fat % & body mass composition.

Cut makes you look sickly scrawny if you are already skinny-ish.

In case ya cared to know... :P ... i decided to cut first because i couldn't stand my fat stomach. However I am sort of at a standstill because I can't lift heavier due to a surgery earlier this year. I get some pains when I go heavy so....fitness goals delayed. :( But still trying to keep that diet on par and doing light weights. I am super sad about it.
