I can tell he's not Viet. He spoke with a northerners dialect. I guess that is where his Hmong tribes come from.
He just introduced himself and what he represent. Something about the Hmong and commie Viet Injustice. I stopped at the 4:20 mark.

I think he translated at the end on this one. He's reminding the Viets that the land is not for the commie Viet. Just like the American Indians, they were there first. The commie are making slaves out of the Hmong. They do whatever they wanted to whomever. They are both standing in alliance to fight the commie. Bark on USA soil and get protected by our rights.
The guy came to the USA 10 years ago and because of commie, he seeks refuge in another country.

There's a southerner's and northern's accents? And from what I heard...he is a northerner Viet-Hmong.
