If you could choose one rule for the entire world to adhere to, what would it be and why?

Everyone should speak three languages in order to have the right to buy water.

Why?

Once we know three or more languages, we understand human life better and are also more tolerant of diversity.

Then, of course, water is a great inducement. Who that is thirsty won't do anything to get water? The need for water will make people learn three languages for a license to buy it.
