Up until recently I was able to quote posts without any issues but now it seems that I can't quote anymore. I would click on the quote option on the post and have a "loading" screen pop up at the top of the page but nothing happens. Is there any way to fix this?

I have the same trouble using my laptop too. It seems to work ok on my cell phone though. weird. :-\

According to the setting, you should be able to quote. Try again or explain how you encounter the problem when quoting.

I'm not exactly sure what you're asking but if you are referring to starting a topic, you can do that when you enter a forum board. Click on the "new topic" icon on the top right corner of the forum board.

I mean the topic and does anybody uses tapatalk on their android because that's what I'm using to get to pebhmong but still I can't find what you're talking about on the top right corner.

Your best bet probably would be looking at tapatalk website to see if there is a quote feature because I don't see it on my phone either. However to start a topic, you can do that without a problem. When you enter a forum board, press the menu key on your phone and then press "new topic" from the pop up. Good luck.
If you're using PH from a computer, here's what you would see once you're logged in.
To start a new topic, just click the "new topic" icon.
