It could be few things. It could be your graphic card, faulty RAM, hard drive, CMOS, or bad BIOS among others.

1.  Your Hard drive BAD
2.  Your motherboard fly...

1. power down the tower
2. unplug power cable from power outlet
3. open tower to access hardware inside
4. remove all but 1 RAM card (leave RAM card at slot #1, usually closest to slot cpu)
5. plug power cable back to power outlet
6. power on tower

If you don't get picture then try same step with different RAM card.
If you do get picture then reinstall all RAM cards.  It just may be that RAM cards are not seated properly.
If you do get picture you can check the bios or properties of the computer to see if your getting all the RAM available.
let me know if this works

All that when it could just be a bad monitor?

It's confirm. I got a bad motherboard. Suck part is mine is AMD2 sockets. And new ones are AMD3. Lucky newegg.com still sells the older MOD. So I order it. I got a buddy who's into computer so he'll do it for free. Hehe. Heck beats  paying hundo(s) for someone else to do it. I guess I'll take him out to eat a big bowl of PHO. Lol
