Title: Don't have too much sympathy for the rider as he could've just pulled over

...Sure, the CHP Officer seemed a little aggressive with the stop tactic but if the rider would've just pulled over when he initially got light up like he should, don't think this would've happen... As a fellow rider, I hate seeing things like this but it's also a fact that there are bad apples in every basket... ???:
