Depends if he's a fraud or not..I mean if he owns one or two homes "outright" and has "$100k in savings" and isn't eligible due to his "assets" but chose to shamelessly steal from the poor's public resource, he IS also the "problem"...

If you're not eligible or "qualifies".. due to assets and/or income, ask hmgFRAUD....as he has no shame stealing from the poor's public resrouces like "ebt".. ;D
