Police chief in UK, a WOKE female, believes that victim should pay for criminals rehab cost.

I give her credit for trying but such ideas by her may not fly. 

I can see an abuse of the system if her system is at play. 

Rather, I think they should crack fingers.  If your hands are doing the stealing,  we break your finger and let you go.  If you an multi offenders, we break more fingers.   The punishment got to be severe enough to deter them repeat offenders.
