they all fail
They all stand outside for 1 hour
The reason they all stay outside one hour to wait for students and teachers that were survivors get away freely and let the shooter remain alone in the building. It's a basic strategy that the officials use to do back in the old days to tackle down the shooter quickly than have the students, teachers, and the shooter scramble together. Pretty much like finding a needle in the haystack.
