He should of eaten it and carry it in his stomach instead. 

Must be a foreign airport cuz their made up rules are beyond stupid.  Why fine?  Just let the guy decides to eat it right away or surrender it.  That's how they got me with my bottle while trying to sneak it to Vegas.  I surrendered it.  No way I'm gonna down it n miss my flight.
