This is feasible if the payments are stretched over time.

But why make this San Francisco's sole responsibility? The Blacks
in Alabama were hurt just as much. So, too, were those
in New York, Philadelphia, California, Texas, Minnesota--all over
the country.

The national push for reparation should continue to keep pace and
the burden should be on the federal government, not on Ms. Thao's
city alone.
