Title: CA spent $20billions on homelessness...

for 5 yrs but they can't meaningfully tracked the spending or result... CA state auditor report.

So, where are all those $billions gone to? No one really knows, the only thing that's certain is that the tax payers are paying for it.

All those taxes were paid to buy weapons of destruction and send to Israel.  :2funny:
