Does anyone know the answer to the question? Prisoners are fed with foods and water and homeless don't receive these benefits.

Homeless can easily land themselves in prison so they can get fed but they don’t, why?  Think about it.

Not prison, jail time temporarily. Gweilo always play the game of capturing and releasing criminals so they get paid.  ???
