Hmmm... the victim is also of the same race and video evidence showed she wind up her arm and bashed the girl passing her... the victim had concussion and potential skull fracture.

I've ran track in HS, was on the 100M, 200M, 4x100 & 4x200 and I've never seen anyone swing their arms like that. You can clearly see that she wound up her arm and strike the passing girl. That's an assault...
