Why would you need a Birth Certificate for? All you need is a valid ID card for those that don't have DL.
And if you're a US citizen, you can get a Passport ID card (wallet size) to carry with you.

you need in a lot of stuff
driver license, job, citizenship, ID, school, voting registration etc…

All Hmong births have been certified by authorities
and approved by immigration services before coming
to the U.S.
All of your Hmong elders have become citizens under
a law that allowed low English speakers to be citizens.
The problem is with your generation. You were born in
Thailand. Your birth was approved but you have not become
U.S. citizens. You don't qualify for the non-English waiver process
and you aren't good enough with English to pass the English-language
test. Plus, you've committed many crimes that have made you
deportable.
