Met a homeless guy that was also fishing that one salmon run season. He should be good since he fishes every single day. He was using just a string because a rod and reel were costly. He would catch his bait fish with one string and put that bait fish on another bigger string and just dropped it down the pier. If you have the time like him, 24/7 to fish, I'm sure you will see and hear a lot of great fishing stories coming from that pier.
Not sure what he does with his catch once he catches them. Maybe sell lit at the market? Maybe eat them raw because you can eat salmon raw or perhaps just catch and release for fun but for his own survival, I think he needs to get compensated for his time and effort in trying to survive.
