What does sanctions actually do?

Biden, in Brussels Belgium, claimed sanctions never deterred and people should stop saying that it's put in place to deter.

His staffs, including Hyena Harris, all went on the air claiming 'sanctions' are put in place to deter...

So, who's lying and who's not?

Great leadership we have... The POTUS says something and his staffs totally contradict him.

can you imagine that?  He's so bad and yet people voted for him instead of Trump.  What does that say about Trump?  Are the people saying Trump is so bad that they'd go for something new, no matter what because it can't be any worst?  I think so, do you? and if not, what do you think is the reason they wanted Trump out of office?
