How strange that you brought this up. I just found out yesterday that this is a thing. I always knew that there were homeless Hmong people but it's different when you see it like this.

Anyways, when it comes to homeless Hmong people most likely they are keeping themselves in that circumstance. One thing I have to credit the Hmong culture is the importance of family. So when you see people in this situation then you know it's because they refuse to work with their family members. Most likely the family has already intervened but the person continues with their addictions, stubborness, laziness, and whatnot. Those who disagree has never had to work with such a stubborn person.

The fact that this is in St. Paul already tells me these people are standing in their own way. They choose this. In St. Paul, there are Hmong organizations willing to lie and cheat so you can get a PCW, welfare, disability, senior housing, etc. If you went to any Hmong-run home healthcare in St. Paul, half of their Hmong patients are able-bodied people who don't need a PCW. lol!

If a perfectly able-bodied, middle-aged man/woman can lie through their teeth to get disability, handicap parking stickers, qualify for a PCW to supposedly come assist them in their section 8 home, even fund a nkauj/nraug mos ab in Laos, then more than half of these homeless Hmong can do the same. They don't even have to speak English because there are plenty of Hmong doctors, nurses, home healthcare agencies, etc. who will complete paperwork for them.

Homeless Hmong in the twin cities are homeless because they choose to be homeless.
