Most dictionaries has Tojxeem as a District Chief Officer in other Countries. 
In comparison, what office does a Tojxeem hold in the US?

In comparison, what office does a Tojxeem hold in the US?

There really isn't an office position in a Democratic country. Tojxeem is basically the head of your clan. Now it is possible that 1 clans surname holds more influence than other clans. The closest thing and highest thing Tojxeem can achieved is any political form is an Aristocrat family.

What you said maybe true. But there is one thing that counters your argument. That is the succession process. It can be a election process. Except only the members of the Clan. It is still in the clans.

I woudl think it means mayor or governor.

mayor is often called nai ban (lao/thai).
