There is/are no (authorized) electronic copy to my knowledge, unless someone "magically" scanned the pamphlet and posted it on a website, or FB, or internet-wherever.
If you want a hardcopy, your best bet is to go to their office and request a copy. (Typically, a $20 donation is expected for an official copy. They call it a donation, but in fact, you are paying for it.)
(No, I do not have a hardcopy though I did try to acquire one once. They were out ...
And then I lost the patience (desire) to keep asking/requesting for an out-of-stock publication ...
)
FYI -- The primary usage of the pamphlet are the suggested (recommended) set prices for a traditional Hmong wedding, totaling $7,800. Yes, that is everything -- all inclusive, including the "bride price".
The "bride price" itself is only $5K, incase anyone is wondering.
*** You do know it is written entirely in "Ntawv Hmoob" right?
