Hmmm...appears to be all RED states??  ???:

New Yorkers who travel to Florida, Texas, and other states with high COVID-19 infection rates will lose paid sick leave benefits.

The order applies to travelers coming from states with positive test rate of higher than 10%, which currently include Alabama, Arizona, Georgia, Florida, Mississippi, Nevada, South Carolina, Utah and Texas
