Moment brazen robber fills a trash bag with goods swiped off a Walgreens shelf in San Francisco before cycling out of the store - and NO ONE tries to stop him. Video captured the theft at a Walgreens in San Francisco on Monday afternoon. A woman and a security guard were seen filming the robber as he swiped items off a shelf and then bicycled out of the store. The guard appeared to try to grab the bag out of the man's hand to no avail. Critics say the scene is far too common in the Bay Area, where 17 Walgreens stores have been forced to close in the past five years due to theft. The surge in shoplifting arose after a local law downgraded the theft of property less than $950 in value from a felony charge to a misdemeanor in 2014
