Now picture this. You live in a small town where the water underneath your feet is like them reserved water well for your town when during a drought time like this and here comes a weed plantation guy next door sucking it to water his crops. You know it takes a lot of water to do these types of operations.
So what is the real issue here? Pushing out the competition? Racism or the conservation or water?
Maybe all three but I'd say it's not conservation of water. How come the same standards don't apply to non Hmong? Like I said, driving along northern CA, you see weed farms along hillside, valleys, towns legal and illegal. Why target only the Hmong?

some of these folks be dodging taxes
It's legal but of course people will find a loophole, illegal activity, etc... but still why not target the individual vs. the entire race. This is not right.
