Title: Concordia pulls out: CSE, HCPA and others in trouble.

Concordia pulls out of authorizing charter schools in Minnesota. Among others, two Hmong charter schools will be affected; Community School of Excellence and Hmong College Prep Academy. Can all of this be traced back to a single person?
