Title: Tis Npe Laus (old name)

My husband's older brother's wife is white Hmong like I am. Anyway, since they had their first kid last year, she mentioned that our in laws wanna give her hubby a "Npe Laus." I scratched my head and asked isn't that the job of her parents? (Or basically the wife's parents?). She said they told her its different for green Hmong. Odd. Is that true or are my in laws just being controlling? I ask because I have an aunt (my dad's blood sister) also married to one of my MIL's distant but same clan nephew who is green Hmong. And I remember them calling my grandma to go tis Npe Laus.
