Aren't they considering manslaughter charge against this actor?

I think Hollywood needs to produce replicas but not actual guns like this. After all, it's just acting, nothing real. Sure, real acting but not actual natural happening.

The NRA is not everyone's favorite but it requires that all guns be checked before their muzzles are pointed to a target. That, even if someone else has just checked it and handed it to the user.

Baldwin had a total carelessness? I can't say anything about that. All I know is that the gun wasn't acting. Nor were the ammos.

For sure someone is gonna be held accountable for this.

Negligence, even if by accident is still a charge.

Why were there even real gun at the set in the first place?  If it is blanks then well, it still has gun powder but should shoot blank but if you have debris in your nozzle, now that can shoot out in feet per seconds FPS and can be fatal.

It is always takes an incident to really opens up the mind of those that comes after.  Hollywood will change after this for sure.  The next time you see this happening again will probable be a rarity or to a never because either A) no actor is gonna take the risk or B) they are forced to do it as it comes with the job but with no one around as they up their safety concern tactics.
