The gulf of Mexico is an entry point for Mexicans and although Cuba is further, that doesn't rule out the possibility.

Like if I'm human trafficking, I'll get a license commercial fishing vessel to ride the edges of the coast and along that route.  Better undetectable than trying to cross any boarders. 

Like my uncle who went the Israel refugee route n was a national there.  He took a travel visa to the states and overstay n took the Greyhound bus route to new Orleans n stayed with us for a few.  We moved to Cali and the guy somehow showed up to my place in Cali.  Then I came to pick him up in Denver that one year.  Now he's back in Vietnam where he belongs.  I mean the guy owns a fish sauce factory n is rich so he no care.  Deportation is just another free trip back home for him.  This is why the need immigration police in every states to catches law breakers like him.
