It can be 1 or 9 depending on what you use.
It probably is more of a philosophy question rather than a math problem.  It brings about the logic of universal truths and whether you view order of operations that way.

no. it's not philosophical at all.  Math has rules.  Everyone should have been taught the rules in 4th grade math.  Its called "order of operations".

Step 2:  When dealing with X and ÷ operations, always start from the left and work towards the right.
