Hey nice drawing. I'm not sure what you are trying to accomplish in the background with the few lines... I think the background should be more of like a blurred image or something abstract (I think the splashes are fine) so that more focus is on the boy's face.

The left eye would look better if you moved it right just a little bit. It's a bit odd... gives the boy a spaced out look.

The lines supporting the left side of the head/neck should be soften to match the lines on the right side... the right side has softer definitions while the left side looks unfinished (aka it looks as though that side was "rushed").
