Straight up bay area pricing.

Closer to the distribution site is where gas prices be cheapest.  I remembered riding on hwy 1 down there by Huntington beach area and you can see them oil refinery from the beach and yep, prices were noticeable cheaper than up north.

I think higher prices should be based upon the padded cost to get you them gas.  Like taxes and distribution cost.  I do not believe just because you are from a high property value area that the cost of goods and services should also reflect that.  So how far is sf from vallejo?  Straight up close and gas prices is like night and day.

Costco is $3.09 there

Speaking of "hwy 1", I've never paid so much for gas in America until I stopped at Gorda:

Now if we include some of the international countries I've visited, 7 bucks a gallon is nothing...

And speaking of "closer to the distribution", the southern states and its' cities tend to pay way less like Alabama, Mississippi, Louisiana, Houston, Galveston, etc., when I pass through or visit those areas ... mainly because they are closest to the refineries in the gulf.
