Another anonymous individual pointed out that Tou & Derek are BILs, whether this means real BILs or just Hmong way of saying "yeah, he's my BIL because he shared the same last name as my wife."  I wonder if any of this is true and how much of this supposed relation contributed to Tou's inability to do what was right. Given the situation, it is fair to say that the other 3 officers were the only ones who would be able to de-escalate and remove the knee-to-neck pressure. Bystanders demanded and tried for several minutes and each time they were warned about interfering. The kneeling officer pulled out his spray can when bystanders tried to get them to stop. To what level these 3 will be charged could be argued but they are responsible! Tou's life is ruined for his poor choice in responding to a critical situation that was quickly escalated by his partners.
