The full context is that Trump said Putin made a "genius" decision when he recognized two pro-Kremlin breakaway states in eastern Ukraine and ordered Russian troops across the border on a so-called "peacekeeping" mission.

He also said that Putin would not have thought of such if he was President and blame Biden for a weak President that lack "no-response" sanction against Russia.

But I understand this is typical of what Trump hating media does best. Just like their smearing  campaign that Trump told people to inject themselves with chlorine or hydro... to cure covid.
